Who and when?
Nobody's paying $5 million to "keep his records sealed." That's a lie made up by the birthers. The simple truth is that personal records are not public information, and as far as government documents are concerned (like birth certificates), there are laws preventing public officials from releasing that information to anyone who wants it.
Secondly, Obama has released both forms of his birth certificate which the stupid birthers all called fake anyway. If he released his college transcripts, the birthers would claim they were faked, too. So if I were him I'd tell all the birthers to fuck off because they don't need to see any more private documents.

And WTF was covered up about Benghazi? The only issues that have not been covered relate to the activities of the CIA operations conducted out of the consulate. The entire timeline has been filled out in public hearings and it's pretty clear what happened.
Ambassador Stevens was visiting the consulate when a terrorist group used the cover of a demonstration to attack said consulate. The nearest help was hours away and by the time they could get there 4 people were killed.
