I think that is clear: the right to bear arms is within the context of maintaining security through state sanctioned groups. The second clause is subordinate to the primary clause, without which the meaning of the second clause would change significantly into something NOT envisaged by its framers.
I understand why even in a 21st century lineral democracy some people would want to keep their killing toys; what I can't understand is why this anachronism isn't more widely ridiculed and eventually removed (as we did in the UK more than a century ago. It isn't as though the US is in imminent danger from armed forces (as it was in its early days), both Canada and Mexico are civilised, and you've crushed your original Americans, so you can only shoot each other.
The argument about self-protection stands only because you've got a well armed criminal class (because weapons are aeasily obtained): deal with that, close down access to weaponry, and you've got a chance to avoid teen-holocausts.
If you remove every aspect of the government's regulations and restrictions then you do not, in any real sense, have a government at all. What, then, will you do if someone else infringes your liberties? Shoot them with your constitutionally-owned firearm? But they are likely to have one too, which makes your odds 50/50; I wouldn't take those odds. Recruit a friend who sympathises so that you now outnumber your opponent 2:1? But your opponent's probably got friends willing to support them too. Well, extrapolate until the system reaches its limits: you could appeal to the whole population, and if you're in the right, then statistically you're likely to have more on your side than your opponent - but then you've just reinvented the government you seem so eager to renounce!
I hear this lunacy on the shotwave all the time, usually with assorted conspiracy theories about who's gonna take over the world. This is the God, guns, 'n' GOP crowd. They think if they give an inch (2.54 cm to you metrics) to the govvmint, then they'll come in and take control of the churches. Watch out fer them black helicopters!

I can understand people wanting hunting rifles, and even private citizens in dangerous lines of work wanting to carry a handgun. But if everyone had guns, then everyone who could afford it would be wearing Kevlar. Then everyone who could afford it would get armor-piercing bullets, and somebody breaks out the grenades and the poison gas and the napalm...
When the second amendment seems ambiguous, apply basic logic. We should avoid the potential for escalation whenever possible.
