That's the definition of racist. Or at least it's racist when it affects a particular race disproportionately and isn't changed.

It's no less racist than the voting tests given to black people in the South prior to the Civil Rights movement.

It is racist when this result was porposely wanted (exemple: literacy tests in the South).
