The Playboy Mansion in particular has/had a pretty well documented history as a front for CIA blackmail ops. Whenever the CIA is involved, all expectation of ethics should be tossed out the window immediately. It's quite likely the facility was used for what the CIA likes to call "child compromise", which is where a target is placed in to a compromising situation (i.e. sex with a minor), and then leveraged for blackmail.
