I think treating it as a jokey way to refer to someone, and being known for racial discrimination, are good starting points.

I'd wager it happened around the same time and for the same reasons "Cletus" became a slur. Someone used it to reference another person's ethnic background rather than just saying their name and fully meant for it to be dismissive and insulting. And you don't have to be cryptography experts to pick up on that.

He's stated that Warren's claim to being Native American makes her a racist, so harping on her identity politics is, in his mind at least, a racial issue.
He did not choose to call her 'Racist Warren,' which would be part of his usual theme, but he's chosen to use the name of a celebrated historical individual AS AN INSULT to Warren.
