If you procreate with someone of the same ethnicity then you are inbreeding. Technically procreating period is inbreeding, but same ethnicity is worse, and gross.

Unless you're breeding with someone who shares a same great-great grandparent, you'll be fine. And even if you do mate with someone closer, as long as your family doesn't have a history of close family breeding, you'll be fine. An one off deal is ok, continuous inbreeding is not.
Race accounts for 8% of our total genetic drift. This is so low that there are many families in South Africa where two people have the same ethnicity yet procreate children of different ethncities.
Lastly, I'm totally OK with incest, if only because I refuse to give justice to the many eugenetical implications a ban on incest may have. (The argument that incest reduces the gene pool, for instance, has at its core the demand that a lack of genetic diversity is bad. Under that philosophy we could say that if a pair of identical twins is born, that one has to be aborted so that genetic diversity is maximalized.)
Inbreeding is not just to preserve genetic diversity. Its also to prevent recessive genetic disease. The more inbred a human is, the more common recessive traits that most people don't have are in that human's DNA. Recessive traits are not inherently bad, but rare diseases such as cystic fibrosis and hemophilia are recessive. None of them are pleasant, even in modern times where there are ways to manage it. This can be catastrophic. For example, part of the reason that the Tsarist regime fell was because the only heir left had hemophilia, which in turn was because of centuries of obligating royal cousins to breed.
However, ethicity encompasses a remarkably broad range of options in terms of genes, so there's no harm in same-race marrying just as there's no harm in inter-race marrying.
