If you are an atheist, He doesn’t let any children starve to death, because He doesn’t exist. If you believe in evolution it’s simply a matter of survival of the fittest.

So, what are you doing to help them, Ray? Are you donating all of your income except for what you need to live at subsistence level to buy them food, water and shelter? Are you spending most of your time at local food shelves and homeless shelters? Are you volunteering to go to Somalia and other famine-struck countries to help distribute food and water?
Or is your response more along the lines of, "Oh, those poor people. I will pray for them?"
Let me correct your comic for you, Ray:
Atheism: "There's no god, so it's up to us to help them."
Evolution: "The human species, despite outward appearances, is still cognitively the same. We should all show the same amount of consideration toward each other."
Creation: "We live in a fallen world. I want to help them by converting them to my religion... and nothing else, because there's no point."

Oh Ray, at least the last third of this picture might have been true to some extent, if only you weren't such an exploiting ass-hat. Also, you have no idea of christianity if you declare that we live in a fallen world. Jesus died to lift the whole "fall" thing from humanity. And he would tell you to actually help people instead of lying to convert them. Not to mention that evolution doesn't say anything about morality and atheists can derive morality from other sources than religion. You are lying, slandering and aside from a fake image of empathy you wouldn't do one thing to help the poor. I find you pretty disgusting.

Once again Ray dodges the question. Typical Ray Comfort tactic. The question wasn't about what atheists think of God allowing children to starve, it was about what Christians think about God allowing children to starve.
And yes, I'd like to see how much Ray helps starving children, as he continues to hawk his books & movies.

Evolutionists often say - children are starving, there must be some crop we can alter so that it gives more produce in less fertile soil

If you're a creationist it's because it's God's will and who are we to challenge his authority.
If you're a secular utilitarian you know that when millions of people are dying who could've otherwise been fed that this is a huge waste of human potential, that the human race as a whole will suffer from this in forms we won't even notice, with delays in advances in every field including medicine. The suffering of others logically impacts my own suffering and the sufferings of people I see every day, so it is logical to be concerned.
Ray, the question was specifically "how do you explain this" - i.e. you, specifically Ray Comfort.
Now give a straight fucking answer for once in your worthless life instead of settling for tired old bullshit like "no you!".
