Displacing low income blacks into the suburbs is a net gain for liberals. It spreads out democrat votes from cities (democratic strongholds with 70-90% liberal voters) into conservative areas. It abates high density areas of low income blacks, which reduces the rate that they victimize each other (i.e. southside Chicago with its black on black murders).

It also puts less stress on the remaining groups in cities. With reduced exposure to black street crime and underperforming schools, there's less pressure on Asians and Hispanics, making it easier for them to start and grow families (more Democrat votes in the long run).

Ron Unz wrote an article a while back on how proximity to lower income blacks shifts whites to the political right. By reducing urban liberal white exposure to poor blacks, you reduce the rate at which they move to the suburbs and become conservatives. By sending the same dysfunctional blacks into the suburbs, you put more stress on conservative communities (triggering white flight further into the exburbs and making raising families more expensive for them). However, they already vote conservative so them swinging futher right it isn't a net gain for the Republicans.

In many ways, the Trump presidency is a pushback from older/established America (white conservatives and blacks) against the new America (white liberals, Asians, Hispanics). Ben Carson is a smart man and I'm sure he knows that being shut out of the cities denies future generations of his people from huge opportunities for social mobility and therefore will do what he can to oppose this trend. I'm sure this is why Trump picked him as HUD secretary as well.
