These people really don't seem to understand that the majority of terrorist incidents are perpetrated by people who were already living in the area when they were recruited, usually driven by pre-existing discontent with local politics that the rhetoric of terrorists resonates with rather than suddenly taking up arms as part of the faith it all gets dressed up in. Even now they like to imagine threats are far-off, clearly defined things announcing themselves at the top of their lungs as they inch closer and not something you've been living with the entire time.
I'm more scared of gun-crazy ultra-right-wing sociopaths (like you, I assume) going on killing sprees than terrorist attacks, to be honest. Drumpf really got the madmen riled up, didn't he?

First off, how are you going to boycott a state ? (I suppose if you had enough people, just not going there would be bad for the tourism industry, but otherwise I don't know.)
Also, ignoring the fact that you can't sue states and you definitely can't sue other states, that's not how damages work. Assuming that you could somehow prove that the legislators or whomever displayed culpable negligence, you'd also have to demonstrate that it led to tangible losses for you, and even then you'd wind up as part of a class action (with the class here basically being "the American public") and your personal portion of the reward would be minuscule.
