So it's not the New Horizons probe mission.
Project PLUTO was a plan for a gigantic, nuclear-powered unmanned cruise missile that would itself carry a number of deployable nuclear weapons. Due to its long range, it would fly at Mach 3 to a number of targets, dropping its weapons on those designated at launch. When it had expended its payload, it would have been programmed to circle the target nation, leaving a trail of radioactive exhaust over it. It was NOT remote-controlled...it was launched and did its work, and was not "recall-able".
It was truly a nightmare weapon. Good thing it never made it off the drawing board.

You are a terrible person. the use of that weapon would quite possibly be the most horrible case of environmental destruction ever. The death toll would be so immense WW2 would look like a baseball game in comparison. And you wanted this weapon to be used, dismissing the damage and horror it would inflict upon the world. Go to hell you terrible fucking bastard.
Though, Project Pluto would be a cool band name.
Are you fucking insane?! There was no known way to defend against the weapon. It would have caused an outcry. All the other nations would've rallied against us, and we would ultimately lose the Cold War, both in terms of geopolitics and in terms of who's on the "right side of history."
Um, a rocket that flies at treetop level dropping numerous H-bombs and spewing radioactive waste in its wake isn't "propaganda designed to make nuclear power seem more dangerous." It was a horrible, dangerous idea which thankfully was scrapped.
If Project Pluto wasn't discontinued, and was put into use, I'm not so sure you would necessarily be here today to express your regret over this. This is because the Soviets would have been looking at similar technology as a consequence, and they would respond if an intercontinental missile was ever put into use. But, oh well, it would have meant a few more dead commies, eh? That's always a price worth paying isn't it?
If it's not dangerous, then how can it be a weapon?
Ask the Hiroshima/Nagasaki residents, Marie Curie, the Ghost Girls , how dangerous they think nuclear power is. Oh wait, you can't; they were killed by it.
If we had gone ahead with that weapon, we might now have stone technology, or perhaps only amoeba life.
