First came the idea that evil people would be punished by God in their lifetime. The problem with this was that this clearly wasn't true, ruthless and savage people prospered. Later came the claim that their descendants would be punished for the sins of their father for seven (later ten) generations, the problem with this was that the sons of the ruthless and savage tended to be just as ruthless and savage themselves and did just as well or better than their ancestors.
So, then came the idea of divine retribution in heaven and hell...
